That same year, prisoners staged a riot at the Kinross Correctional Facility, Michigan’s largest prison, because they were being held in inhumane conditions. An investigation by the United Nations’ human rights office found that conditions at the prison were “deplorable and unsanitary.” As the riot unfolded, officials moved hundreds of prisoners to the Hiawatha Correctional Facility, a medium-security prison in the Upper Peninsula. Instead of helping the prisoners, officials locked them up in filthy cells and used the riot as an excuse to cut the number of guards.
